Position Overview:
The Executive Director (Director) is responsible for the day-to-day management of all Chamber of Commerce (Chamber) functions and for carrying out policies, procedures and duties as established for the daily management of all Chamber functions and established by the Board of Directors (Board) through an annual action program. The Director is the principal onsite staff person responsible for coordinating all local Chamber activities and representing the community regionally and nationally.

The work environment is dictated by activities of the Chamber. The Director shall generally be available during regular Chamber hours (8:00 am to 5pm Monday through Friday). The position is subject to work outside traditional hours and may have extended operating days. The Director is required to possess and maintain a valid driver’s license. Some business travel may be required. The Director is responsible for reporting to the Board Chair on any issues, concerns or questions that affect the Chamber. The Director will perform all other duties as directed by the Board Chair. Work location: In person.
Compensation:
$75,000.00 – Open; commensurate with experience

Human Resources:
- Recruit, hire and develop staff through direction, training, support and delegation of responsibilities. Administer an effective personnel program which includes job descriptions, performance standards, performance appraisals and salary administration;
- Establish the organizational structure for the office and related staffing;
- Ensure compliance with Oregon State employment laws and maintain accurate records.
- Establish administrative policies and procedures for office functions;
- Manage the Chamber finances including approval of payroll, insurances, licensing, common disbursements, etc. and signing/co-signing checks with a Board officer and maintaining general control of expenditures;
- Maintain the legal integrity of the Chamber including compliance with IRS 501c6 regulations;
- Plan and coordinate meetings with the Board and others affiliated with the Chamber;
- Provide written monthly reports to the Board along with recommendations as needed;
- Ensure maintenance and development of the Chamber website and social media presence as necessary for the function and growth of the Chamber, the members and Chamber events.
- Provide all necessary information and materials to inform the Board, elected officials, partner agencies and membership on appropriate issues including timely delivery of monthly financial reports to the Board and the preparation of an annual budget and long-range forecast of needs to maintain a yearly positive cashflow;
- Organize and conduct annual meeting consistent with the objective of the Chamber;
- Maintain effective internal and external public relations.
Membership and Membership Services:
- Develop and supervise an effective program of membership development and membership services;
- Develop and maintain an effective communications program responsive to the needs of the membership;
- Facilitate Board committees and education programs to advance the professional, technical and managerial skills of the membership;
- Oversee growth and retention of paying membership base.
- Oversee all functions of Chamber-run events including securing event venues;
- Negotiate favorable written contract terms with vendors, government agencies and participants;
- Seek future growth opportunities and avenues for functional financial and organizational improvement;
- The Director shall attend, manage event logistics, onsite execution, coordinate vendors, delegate and oversee staff and the volunteer force for Chamber events including set up, day of event operations and event teardown.
Civic Engagement:
- As ambassador of the Chamber, the Director shall develop and utilize partnerships with local agencies as appropriate;
- Serve as the Chamber representative and spokesperson in conjunction with general guidance from the Board & Board Chair;
- Identify critical issues that may impact the Chamber and its members and present suggestions to the Board on Chamber involvement;
- Develop relationships with civic leaders, lobby and advocate for local businesses regarding government policy;
- Represent the Chamber as an advocate for the economic well-being of the Chamber membership community.
- The CEO is to have regular contact with the Board and its committees on policy and programming matters and other issues as appropriate;
- Works cooperatively and collaboratively with local government and other local partner agencies to achieve Chamber goals;
- Maintains contact with regional, state and national organizations and the general membership to the extent needed for success on program objectives;
- Maintains appropriate relationships with other associations and vendors to enhance the image of the Chamber and the attainment of its objectives.
- Bachelor's degree or higher in business, communications, economics, public administration or related fields preferred. Professional certifications and continuing education are also desirable and can be used to meet this requirement;
- Minimum 5 years of executive level leadership experience in a similar role, preferably within a non-profit, business association or economic development organization;
- A strategic and results-driven leader with a strong understanding of local economic and business dynamics;
- Recognized for excellent communication, public speaking, and interpersonal skills, with the ability to engage diverse audiences and stakeholders;
- Proven track record in fundraising, financial management, and overseeing complex budgets;
- Adept at non-partisan public policy collaboration, working effectively with businesses, government entities, and community organizations;
- Creative thinker skilled in translating business goals into impactful social media and public engagement strategies;
- Known for attracting, developing, and retaining top talent within a team-oriented and safe work environment;
- Highly organized with the ability to manage multiple projects simultaneously while meeting time-sensitive objectives.
